What a portfolio restriction means
Meta's Advertising Standards say that if a Business Account or its assets (an ad account, Page or user account) is restricted, that account or asset can't be used to advertise across Meta's technologies. They also note that if only a user account is restricted from advertising, other members of the business may still be able to advertise.
A portfolio-level restriction is the most disruptive version, because it sits above everything else. If you only have one ad account restricted, our Meta ad account restricted guide is the better starting point.
Why portfolios get restricted
Meta's Account Integrity policy applies to business assets too. It says Meta may restrict or disable business assets, including Business Managers and ad accounts, that persistently violate the Advertising Standards, violate them in ways involving deceptive or dangerous business harms, are owned by the same person or entity as a disabled account, or are created to evade a previous removal.
In practice, common triggers include:
- repeated rejected ads across the portfolio's ad accounts;
- a new portfolio filled with ad accounts, Pages and a pixel all at once;
- an admin whose personal Facebook profile is restricted or was compromised;
- links to a previously disabled business, person or payment method;
- unverified business details or failed business verification;
- suspected hacking, which Meta's help lists as a reason for advertising restrictions.
Step 1: Find exactly what is restricted
Meta's Business Support Home help page says Business Support Home is where you review the status of your business portfolios, ad accounts, commerce accounts, catalogs and Pages, see whether they are disabled or have advertising restrictions, and request reviews.
- Open Business Support Home (also reachable through Account Quality).
- Select Account status overview.
- Note every restricted item: the portfolio, each ad account, each Page and each person.
- Screenshot each one with the reason shown and any deadline.
Step 2: Request a review at the top level first
Meta's request a review page says that if you believe your business portfolio, ad account, Page or user account was incorrectly restricted from advertising, you may be able to request a review in Business Support Home. You must be an admin to request it.
- In Business Support Home, select Account status overview.
- Select the restricted business portfolio.
- In What you can do, select Request review.
- Complete the on-screen steps. These often include confirming a phone number, an ID check of the admin, or business verification.
Meta says requesting another review “will not hurt your standing” with the company.
Why order matters
If the portfolio is restricted and you only appeal one ad, you are treating a symptom. Start with the highest restricted item, then work down to individual ad accounts and Pages.
If a person is the problem
If the restriction is on an admin's personal account, that person needs to request their own review. Meanwhile, another verified admin may be able to keep things running, within their own permissions.
While the review is pending
- Don't create a new portfolio or ad account to keep advertising. Meta's policy specifically covers business assets created to evade a previous removal, and this is a common way a fixable restriction becomes permanent.
- Don't move ad accounts or Pages between portfolios.
- Do tidy up: remove admins you don't recognise, turn on two-factor authentication for everyone, and check payment methods.
- Do complete business verification if Meta asks for it, using documents that match your legal business name and address.
If the restriction followed a hack
Unrecognised admins, new ad accounts you didn't create, or charges you don't recognise point to a compromise. Secure every admin's Facebook profile first, remove unknown people and assets, then request the review and mention the compromise briefly.
Business verification tips
If Meta asks you to verify the business, use the exact legal name and address that appear on your registration documents, utility bills or tax records, and make sure the website domain in the portfolio matches the business. Mismatched names are one of the most common reasons verification fails.
When to get help
Portfolio restrictions involve several moving parts, and the order of reviews matters. If your review was rejected or you are unsure where to start, Unbanz can map the restrictions and prepare the case. We are an independent service, not affiliated with Meta. Start with a free case check through ad account recovery; you'll get a quote before any work. Accepted cases typically take an estimated 3–14 days. Recovery is guaranteed once we accept your case. We review every account first and only take cases we can win. We never ask for passwords or login codes.
