Payment-related restrictions
Ad accounts can be restricted when charges fail, payments are disputed or reversed, or a payment method looks risky – for example, one card used across many ad accounts. Until the issue is resolved, Meta may stop delivering ads and limit what you can do.
- Open Billing & payments for the ad account.
- Check for an outstanding balance and pay it with a valid method.
- Remove expired or problematic payment methods.
- Avoid disputing Meta ad charges with your bank unless genuinely unauthorised – disputes are a frequent trigger.
Unusual activity
“Unusual activity” usually means Meta saw signals that the account may have been accessed by someone else: logins from new places, new admins, sudden spending changes, or ads unlike your normal ones. Meta restricts the account to protect you and others.
- Secure every admin’s personal profile: new passwords and two-factor authentication.
- Remove admins and partners you do not recognise in Business Settings.
- Delete ads or campaigns you did not create.
- Then request review in Account Quality.
Requesting review
Go to Account Quality, select the disabled ad account and choose Request review if it is available. Meta may ask you to confirm identity or secure your account first. Explain briefly what happened. For general restriction steps, see how to fix a restricted Meta ad account.
Why new accounts get flagged
Brand-new ad accounts that spend heavily on day one, change payment methods often, or are created after another account was restricted are more likely to be flagged. Warm up spend gradually and keep details consistent.
Prevention
- One stable payment method per account, in good standing.
- Two trusted admins with two-factor authentication.
- Billing alerts so failed charges are noticed quickly.
- Ads reviewed against Meta’s Advertising Standards.
Billing checklist
- Is there an outstanding balance or failed payment on the account?
- Is the card or payment method still valid and in the account owner’s name?
- Has the same card been added to several ad accounts or Business Portfolios?
- Has anyone filed a chargeback or dispute against Meta charges?
- Does the billing country and currency match the business details?
- Are spending limits or thresholds unusual for the account’s history?
Fixing these before requesting review gives the reviewer a clean picture and reduces the chance of the restriction returning immediately.
A word on chargebacks
If you dispute an ad charge with your bank, the payment is reversed and Meta typically sees that as an unpaid balance. Many advertisers do this when they see charges they do not recognise – which can actually be a sign of compromise. Before disputing, check Billing & payments for the campaigns behind the charges, secure the account and contact Meta through the business help options. Disputes are sometimes necessary for genuine fraud, but they can complicate getting the ad account back.
When several assets are affected
If a Business Portfolio, its ad accounts and a personal profile are all restricted, start with the personal profile’s advertising access and the portfolio in Account Quality – restrictions at a higher level can block reviews of the assets beneath them. Our restricted ad account guide explains how to work out which asset is affected.
